Compliance requirements
The tender documents include the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The compliance documents also require the bidder to confirm that it will not involve subcontractors or suppliers exceeding 10% of the contract value who are Russian citizens, residents, or entities established in the Russian Federation, or entities controlled by them or acting on their instructions.
Qualification criteria and exclusion grounds
The bidder must be registered in the Estonian Register of Economic Activities (MTR) in the field of construction and must have the right to carry out heating system construction works. A foreign bidder must provide proof that it is authorised to carry out the same activity in its home country under the relevant legislation. During contract performance, the bidder must have at least one responsible specialist with the professional qualification of Diplomeeritud soojustehnika insener, level 6, or an equivalent qualification in the field of technical systems. The bidder must provide the specialist’s name, personal identification code and professional certificate number so that the contracting authority can verify the qualification in the public professional register. If requested, a copy of the professional certificate must be submitted. The bidder must also confirm compliance with the tender documents, including the required structure for the bid price, the joint tender power of attorney if applicable, and the declaration on business secrets.
