Compliance requirements
The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must answer the exclusion questions in the ESPD and may, where allowed, provide evidence of self-cleaning. The machine-readable notice does not set out all exclusion grounds in full; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have performed at least two contracts for the sale of gloves without powder in the last three years, counted backwards from the publication date of the contract notice. A list of the main properly performed sales contracts must be submitted, showing the contract subject, value, signing dates and the other contracting party. The bid must also include a technical offer in the format of Annex 1 with unit prices and total price. In addition, the bidder must provide a manufacturer-issued technical data sheet in Estonian or English proving compliance with the requirements, and product samples as specified in column P of Annex 1. If the contracting authority requests additional samples, they must be delivered within 3 working days.
