Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1) of the Estonian Public Procurement Act apply. For bidders established outside Estonia, a certificate from the competent authority of the country of establishment may be required to prove the absence of the relevant grounds. The bidder must also confirm that the contract would not violate international sanctions.
Qualification criteria and exclusion grounds
The bidder must have performed at least one 2-day conference organisation contract within the 36 months before the start of the procurement, for at least 500 participants, including audio, video and lighting solutions. The bidder must submit details of the completed contract(s) and information about the other contracting party according to the tender passport form. If there are joint bidders, the tender passport must be submitted for both. If the signatory’s authority does not appear in the register, a power of attorney must be provided. The tender must include a detailed service description so that the contracting authority can verify compliance with the tender documents, as well as the tender price in the required form. Any other required documents and evidence must also be submitted. If the tender documents require an equivalence explanation or evidence, these must be attached to the tender.
