The tender documents set out the exclusion grounds mainly through the ESPD and related declarations. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other criminal convictions listed in the documents. The bidder must also confirm that it is not subject to international sanctions and that it does not use a subcontractor who would have to be replaced under the Public Procurement Act. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed by law or by the tender documents.

The bidder must have completed at least one properly performed construction contract for a gravity sewer or stormwater pipeline on an asphalted street within the last 60 months, with a length of at least 500 m. To prove this, the bidder must provide a description of the previous work, including the project name and location, client details, the period of performance, and confirmation that the work was carried out properly and in accordance with good construction practice. The bidder must form a team of sufficient size and experience, with technically competent specialists who have the required rights. For the design of stormwater pipelines, the team must include at least a certified water supply and sewerage engineer, level 7, or an equivalent EKR/EQF qualification; the same applies to the design of treatment facilities. For the road restoration and road reconstruction design part, the team must include a certified road engineer, level 7, or an equivalent qualification. For contract execution and construction management, the bidder must involve a road engineer, level 6 or higher, with the relevant competence in construction management. The bid must comply with the tender documents. Conditional bids are not allowed. The bidder must submit the price table in the required form and, where applicable, explain equivalence and attach supporting evidence. In the case of a joint bid, a power of attorney from the joint bidders must be attached.
