Compliance requirements
The bidder must confirm the standard exclusion grounds in the ESPD, including criminal organisation, corruption, fraud and the other listed grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed by the procurement documents. The notice also requires confirmations related to tax and social security payments and other mandatory declarations.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and the confirmations and evidence required by the compliance conditions. In the ESPD, the bidder must confirm that neither the bidder nor its representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud and the other listed exclusion grounds; if needed, the bidder must provide the date of conviction, the reason, the convicted person, the exclusion period and details of self-cleaning measures. Under the compliance conditions, the bidder must confirm that the tender complies with all technical requirements, that the tender price is submitted according to the sample shopping basket form, and that equivalent documents are attached where necessary. If requested by the contracting authority, the bidder must also provide documents proving compliance with the product requirements and the contact details needed for contract signing.
