Compliance requirements
Tenderers originating from third countries are excluded. For this procedure, third countries are countries that are not EU Member States, EEA countries, parties to the WTO Government Procurement Agreement, or countries with which the EU has concluded a reciprocal free trade agreement covering public procurement. The bidder must state its country of origin, meaning the country where the company is registered.
Qualification criteria and exclusion grounds
The bidder must be registered in an EU Member State, an EEA country, a WTO Government Procurement Agreement party, or a country with which the EU has concluded a reciprocal free trade agreement covering public procurement. Tenderers from third countries are excluded.
The bidder’s annual sales revenue must be at least EUR 500,000 in each of the last three completed financial years. For bidders established outside Estonia, the contracting authority may request signed annual accounts or equivalent documents as proof.
The bidder must have at least two previous references from the last 48 months before publication of the contract notice for delivered hot-dip galvanizing baths with heating systems. For each reference, the bidder must provide the customer’s name and contact details, a short description of the delivered equipment, and the date of acceptance of the works, stated by month and year.
