Compliance requirements
The machine-readable notice included exclusion grounds for participation in a criminal organisation, corruption and fraud, with self-cleaning and evidence options where applicable. Qualification criteria and exclusion grounds
The bidder’s average net turnover for the last 3 financial years must be at least EUR 100,000 excluding VAT. During the whole contract period, the bidder must involve a responsible person / site manager with at least Construction Manager, level 6, or Construction Engineer, level 6, or an equivalent or higher professional qualification. If an equivalent foreign qualification or licence is used, supporting evidence must be provided. The bidder must provide the responsible person’s name and certificate number. The tender must comply with the procurement documents and, where necessary, equivalence must be explained and evidence attached. The bidder must confirm compliance with the tender requirements and submit Annex 2, the bid price form. If the bid is joint, a power of attorney from the joint bidders must be attached. The bidder must confirm that no subcontractor subject to replacement under Section 122(7) of the Public Procurement Act will be used. The bidder must also confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are linked to the Russian Federation in the manner described in the notice.
