Compliance requirements
The contracting authority will exclude a bidder if any mandatory exclusion ground applies to the bidder or to its management, supervisory or representative persons, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, illegal employment of foreign nationals, child labour or human trafficking, or if the bidder has tax, duty or social security contribution arrears. The contracting authority may also exclude a bidder for serious or persistent breach of a previous public contract, or if false information was provided or required supporting documents were not submitted. The bidder must confirm that none of these mandatory or optional exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must have at least three properly performed contracts for similar electrical construction works during the 60 months before the start of the procurement, at least one of them worth at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts with the performance period, details of the other contracting party, including the client representative’s contact details, telephone and email address, and, in public procurement cases, the reference numbers. On the contracting authority’s request, evidence of proper performance must be provided. The team must include a person with valid switching authorisations entered in Elektrilevi’s partner portal before the deadline, a person appointed as responsible for the work operation, and a person leading electrical works with valid A-competence or at least level 6 qualification under the Vocational Qualifications Act, who has the relevant certificate at the time of submission and is also entered in the EPP portal before the deadline. The bid must include the price table in the required form, all unit price fields must be completed, the signatory and contact person details must be provided, and a power of attorney must be included if signing authority does not arise from the articles of association. The bidder must also confirm compliance with the tender documents, choose either the standard payment term or the 95-day term if joining the factoring programme, and provide a trade secret statement or confirm that the bid contains no trade secrets.
