Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed the exclusion grounds, but the full list must be checked in the tender documents if needed.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register or an equivalent register in its country of establishment, and if required by national law, must provide a copy of a valid registration certificate. If the bidder is not required to be registered, it must provide a copy of the founding document or an equivalent document. The bidder must have experience in wholesale supply of molecular diagnostic reagents and must have properly performed sales contracts for the offered product within the 36 months before the start of the procurement in an amount at least equal to the value of the bid in this tender. The bidder must submit a list of the main sales contracts or transactions for the offered product, with contract values, dates of conclusion and information about the other contracting parties. The bid must include the required declaration form, a technical description and price offer form, manufacturer information on the offered products, proof or manufacturer confirmation that the offered product complies with the technical requirements, confirmation and evidence of CE and IVD or IVDR marking, and if requested, a product sample within 14 days after notice. The bidder must also be an official reseller of the offered product in the Republic of Estonia and provide a valid document issued by the manufacturer. The bidder must confirm compliance with the delivery conditions, including the transport temperature requirements set by the manufacturer, that each delivered batch has at least 6 months of remaining validity at the time of delivery, and that reagents can be delivered within 14 days from the order. The bidder must submit its working procedures describing the delivery process and quality assurance during transport.
