Compliance requirements
The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning where the law or tender documents permit it. The machine-readable notice did not provide the full list of exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have experience in providing site supervision services for at least one similar building or building complex with a closed net area of over 5,000 m² during the last 36 months. A similar building means a public building where at least the structural and external envelope works, interior works, a new central mechanical ventilation system with heat recovery, a new central cooling system, a new central building automation system, a new electrical system and a new low-voltage system have been carried out. The building must include rooms with enhanced acoustic requirements, such as sound or film studios, meeting DIN 18041:2016 A-category requirements or the EBU Tech 3276, ITU-R BS.1116 and AES studio standards. The bidder must provide details of at least one such contract, including the contract partner’s name and contact details, the closed net area of the object, the contract period and, where applicable, the public procurement reference number. The responsible site supervision specialist must have experience from one such project within the last 36 months, as specified in the tender documents. The bidder must also provide the specialist’s name and email address and the project details. The bid must comply with the tender documents and, where necessary, include an explanation of equivalence and supporting evidence. If subcontractors or suppliers are used for more than 10% of the contract value, they may not be citizens, residents or entities established in the Russian Federation, nor persons linked to them. In a joint bid, a power of attorney for the joint bidders must be submitted. The bidder must confirm that the bid complies with all tender document requirements, that the bid price is submitted in the required structure, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
