Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that neither it nor its management or supervisory body members have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; the exact list must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must hold a wholesale distribution authorisation for medicines issued by the Estonian Medicines Agency. The contracting authority will verify the authorisation in the Medicines Agency register. For the relevant lots, the offered medicines must have a marketing authorisation, or an import or use authorisation issued by the Medicines Agency. The bidder must also submit the required participation application form, a power of attorney if the signatory is not listed in the register, the product information and other materials needed to verify compliance, and the completed price offer form. If the bidder participates jointly, a joint-bid power of attorney must be attached. The machine-readable notice did not include all precise qualification and compliance requirements; the exact requirements must be checked in the tender documents.
