Compliance requirements
The bidder and its representatives must confirm that none of the criminal-conviction exclusion grounds apply, including participation in a criminal organisation, corruption, fraud and the other grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not show the full list of exclusion grounds in complete detail; the exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the service description on the required form and confirm that the bid complies with the procurement documents and that, in performing the contract, it will follow equal treatment and gender equality requirements. The team must include a project manager who has, within the last 60 months, managed at least one similar assignment; similar work means managing consultancy services, consultations, training programmes, mentoring programmes and development programmes. In addition, the team must include at least two consultants, each with at least 50 hours of equivalent experience within the last 60 months in advising, consulting, mentoring, training or coaching communities, organisations or businesses. The project manager and a consultant may also perform each other’s roles, but then their prior experience must meet both role requirements. The bidder must submit CVs for the project manager and consultants and describe their experience in sufficient detail for the contracting authority to assess it. During service delivery, environmentally friendly solutions must be preferred, materials must be delivered digitally, and access for persons with reduced mobility and assistive devices for hearing-impaired and visually impaired persons must be ensured where needed. If any precise requirement appears in the tender documents but not in the machine-readable notice, it must be checked in the tender documents.
