Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures. The machine-readable notice did not include all precise exclusion details; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet the qualification and compliance requirements in the tender documents. Financially, the bidder’s average annual turnover for 01.01.2023–31.12.2025 must be at least EUR 300,000. In technical and professional capacity, the bidder must have properly performed at least three Microsoft Dynamics 365 Business Central development and/or maintenance service contracts in the last 36 months, each worth at least EUR 200,000 excluding VAT, and may also count implementation or version-upgrade work completed within the last 36 months if development and maintenance continue. The bidder must have an ISO/IEC 27001 information security management system certificate. The team must include a project manager, developer, financial software consultant and payroll and HR consultant, each covered by a separate key person; if needed for award criteria, a DevOps specialist and an ArcGIS developer experience must also be shown. The bidder must be an official Microsoft Dynamics NAV and Business Central development partner in Estonia, an official reseller of Microsoft Dynamics NAV and Business Central licences in Estonia, and a DIGMATIX Estonia AS authorised developer for the HRM4Baltics module. CVs and proof documents must be submitted for the team and authorisations. If the bidder relies on another company’s resources, the relevant consent document must be provided.
