Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other mandatory exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may be allowed to prove self-cleaning measures where the procurement documents provide for this or where it is otherwise permitted by law. The machine-readable notice did not include the full precise list, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must prove that, during the 36 months before the start of the procurement, it has properly performed sales contracts for items similar to the subject of the procurement with a total value of at least EUR 450,000. Items considered similar are ballistic protective helmets. One or more contracts may be used, and the bidder must provide a list of the contracts with their value, dates and the other contracting party's details. If a contract was performed only partly within the reference period, only that part counts. If the bidder relies on the resources of another company, it must also provide that company's details and a joint liability statement for the relevant part of the contract. The machine-readable notice did not include any more precise qualification or suitability requirements; these must be checked in the official tender documents.
