Qualification criteria and exclusion grounds

The bidder must submit a tender that complies with all tender documents and must use the required forms, including Form 2, Form 3, Form 4 and Form 8 where applicable. The bidder must provide price information in euros, including the total contract price with reserve, excluding VAT, and the fixed hourly rate for additional services within the stated limit. For the project manager, the bidder must provide a person with at least secondary education and either at least three years of experience in managing technical maintenance work for at least two buildings over 1,000 m² of enclosed net area during the last three years, each for at least 6 months, or a professional qualification equivalent to at least level 5 in security systems with the selected competence for fire alarm system installation and maintenance. The bidder must also submit education evidence for the specialists and, if a qualification certificate was issued outside Estonia, the required foreign qualification documents. For references, the bidder must have performed at least 1 technical maintenance service for a building over 10,000 m² of enclosed net area during the 36 months before the notice was published, covering the EVS 807 codes 281, 282, 283 and 284. The bidder must list the contracts in the ESPD and, on request, provide a confirmation letter from the previous client. The notice also requires confirmation that the bid meets the tender documents, that any equivalence is explained and evidenced, and that a joint bid representative and joint liability statement are provided if the bid is submitted jointly.
