Qualification criteria and exclusion grounds
The bidder must have, within the 36 months before the publication date of the contract notice, provided at least 1 maintenance services contract for a building with more than 10,000 m² of enclosed net floor area. The reference must cover EVS 807 codes 281, 282, 283 and 284, and the bidder must have performed those activities under the contract and in accordance with good practice. Contract details must be entered in the ESPD, and the contracting authority may request a confirmation letter from the previous client.
The bidder must involve a project manager who meets one of the following conditions: at least secondary education and, within the last 3 years, managed maintenance works for at least two buildings with more than 1,000 m² of enclosed net floor area, with each assignment lasting at least 6 months; or a professional qualification of "Responsible Specialist for Security Systems, level 5" with the selected competence "Installation and maintenance of fire alarm systems" or equivalent. The project manager's experience must, if necessary, be provable by a client confirmation, a contract or a contract document. For all involved specialists, the bidder must provide the information required in Form 4 and attach an education certificate. If a qualification certificate was issued outside Estonia, the bidder must submit the foreign qualification document and a document from the competent Estonian authority confirming equivalence.
The tender must be prepared in line with all tender document requirements. Form 2, Form 3, Form 4 and, where applicable, Form 8 must be submitted. The tender price must be provided in euros both in the eRHR worksheet and in Form 3; if the totals differ, the total calculated from Form 3, including reserve and excluding VAT, will prevail. The fixed hourly rate for additional services must stay within the stated limit, zero pricing and cross-subsidisation are not allowed, and the fixed additional service prices may not exceed the maximum amounts shown in the table.
