Ordering maintenance services for low-voltage systems at sites in Järva County (2026)

The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that neither it nor any person whose qualifications it relies on is established in the Russian Federation or the Republic of Belarus.

The bidder must provide in the ESPD details of at least 3 reference contracts completed within the 36 months before the notice date, covering maintenance services for buildings with a closed net area of more than 500 m². The references must include the activities listed under EVS 807 codes 281, 282, 283 and 284, and the bidder must have performed the services in accordance with the concluded contracts and good practice. For each contract, the bidder must provide the value, dates, contracting parties, site address and, where applicable, the procurement reference number. The contracting authority may request a confirmation letter from the previous client. The tender must comply with all tender documents, be prepared according to Forms 2, 3, 4 and 8, and include the required declarations and evidence. The bidder’s project manager must have at least secondary education and either at least 3 years of experience in the last 3 years managing at least two maintenance projects for buildings with a closed net area of over 500 m², with each management assignment lasting at least 6 months, or a professional certificate "Responsible Specialist for Security Systems, Level 5" with the selected competence "Installation and maintenance of fire alarm systems" or an equivalent qualification. If the certificate was issued outside Estonia, a copy of the document and confirmation from the competent Estonian authority that the foreign qualification is equivalent must be submitted. If equivalence is claimed, an explanation and evidence must be attached.
