Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists, or other persons with authority to represent it have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that neither it nor any person whose qualifications it relies on has a place of residence or establishment in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder must have provided at least 3 technical maintenance services for buildings with a closed net area of over 500 m² during the 36 months before the publication date of the contract notice. The references must cover maintenance activities listed under EVS 807 codes 281, 282, 283 and 284, and for each reference the bidder must provide contract details, counterparties, site addresses and contract periods; on the contracting authority’s request, also a confirmation letter from the client that the services were performed properly. The bidder must involve a project manager who either has at least secondary education and, during the last 3 years, experience in managing technical maintenance works for at least two buildings with a closed net area of over 500 m², with management lasting at least 6 months for each assignment, or holds at least the qualification certificate “Responsible Specialist for Security Systems, level 5” with the selected competence “Installation and maintenance of fire alarm systems” or an equivalent qualification. The bidder must submit the project manager’s details and an education certificate; if the qualification certificate was issued outside Estonia, the bidder must also provide a document from the competent authority confirming recognition of the foreign qualification in Estonia. The bid must comply with all tender document requirements, including Form 2, Form 3, Form 4 and, where applicable, Form 8, and any equivalence must be explained with supporting evidence.
