Ordering exterior maintenance works for the properties of Aktsiaselts Lääne-Tallinna Keskhaigla

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For some grounds, the bidder must also confirm that the information is electronically available.

The bidder’s net turnover for the last financial year ended by the start date of the last two procurement procedures must be at least EUR 478,000. This requirement applies only to lots 1, 2 and 3. The bidder must have experience in carrying out exterior maintenance works: at least 1 properly completed exterior maintenance services contract for each lot within the last 2 years, with at least 1 contract completed in each of those years. The value of the reference contracts must be at least comparable to the estimated value of the lot for which the bid is submitted. For each reference contract, the bidder must provide the client’s name, a description of the contract subject, the contract value, the performance period, and the contact person’s name, telephone number and email address. Under the compliance requirements, the bidder must have a team of at least 3 people: at least 1 responsible person and at least 2 direct exterior maintenance workers. The same team may serve all lots. The bidder must confirm that it has the necessary training, knowledge and skills in landscaping. It must also have the capability to provide the service mechanised at several sites at the same time and sufficient machinery or a contract with a company that has suitable machinery. The bid must comply with the procurement documents, conditional bids are not allowed, equivalence must be explained and evidenced where necessary, and in a joint bid a power of attorney must be attached. The bidder must also confirm that it does not involve subcontractors or suppliers accounting for more than 10% of the contract value who are citizens, residents or entities established in the Russian Federation, or persons/entities owned or controlled by them, and that it does not use subcontractors subject to replacement under Section 122(7) of the Public Procurement Act.
