Compliance requirements

The tender documents include the standard exclusion grounds, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, as well as the related self-cleaning option where applicable. The bidder must confirm the absence of these grounds and, if relevant, provide the requested dates, reasons, persons concerned, exclusion period, evidence of self-cleaning and electronic references.

Qualification criteria and exclusion grounds

The bidder must show an average annual net turnover of at least EUR 1,000,000 for the financial years ended before the start of the last three public procurements. Evidence is provided in the ESPD, and the contracting authority may request an extract from the last three annual reports or another proof of turnover. For technical and professional capacity, the bidder must have at least one properly performed contract from the 60 months before the procurement start for construction works on a publicly accessible road in a densely built-up area, with at least 1,500 m² of stone paving installed. The requirement may be met by several contracts together. The bidder must provide a short description of the contract(s), the performance period, the other party’s details and, in public procurements, the reference numbers. On request, the contracting authority may ask for the client’s confirmation of proper performance. The bid must comply with the tender documents and the price form in Annex 2. If subcontracting is used, the bidder must provide the names and contact details of subcontractors, details of their legal representatives, and the nature and percentage of the subcontracted work. During contract performance, first-tier subcontractors are checked and may need to be replaced if necessary.
