Compliance requirements
The tender documents include the standard exclusion grounds under Estonian procurement law, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm that none of the exclusion grounds apply to the company or its relevant representatives. If an exclusion ground exists, the bidder may, where allowed, provide evidence of self-cleaning. The machine-readable notice did not include the full list of exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have had annual total turnover of at least EUR 120,000 in each of the last three completed financial years before the start of the procurement. The ESPD must include turnover data for those years.
Within the last 36 months before the start of the procurement, the bidder must have completed at least two contracts that included consultancy services for preparing funding applications. Both contracts must relate to a field named in the technical specification of this procurement. At least one contract must be a consultancy contract under which a funding application was prepared and submitted to a European Commission funding programme such as Horizon Europe, the EU Innovation Fund, Interreg or an equivalent programme. At least one submitted funding application must have received a positive funding decision.
The bidder may rely on the resources of other entities for qualification purposes, but the relevant part of the contract must be performed personally by those entities, and their details must also be provided in the ESPD. The successful bidder must submit evidence and documents requested by the contracting authority to prove compliance.
