Compliance requirements
The tender documents include the standard exclusion grounds from the ESPD. The bidder must confirm that none of the exclusion grounds apply, including participation in a criminal organisation, corruption, fraud and the other mandatory exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by the procurement documents or applicable law.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and complete the required confirmations and details. The ESPD requires confirmation that no exclusion grounds apply and, where relevant, explanations and evidence of self-cleaning.
The bid must comply with the procurement documents. The bidder must submit the completed participation application form and the list of goods with unit prices. If equivalence is relied on, it must be explained and evidence of equivalence must be attached.
The bidder must provide the manufacturer’s representative’s written consent for the radionuclide generator offer and confirmation that the offered activities will be continuously available immediately after the contract enters into force and throughout the contract term. The bidder must also provide a written confirmation that it will supply the contracting authority with all necessary information about the generator and its components, arrange user training if requested, and inform the authority about known adverse effects and scientific and clinical data relating to the offered generator.
The bidder must confirm that the bid is unconditional, that in a joint bid the joint bidders’ power of attorney is attached, and that any trade secrets are identified only within the permitted scope. The bidder must also confirm that subcontractors and suppliers representing more than 10% of the contract value are not Russian citizens, residents or undertakings established in the Russian Federation, or persons linked to them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.
