Compliance requirements
The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The exact exclusion grounds and any exceptions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed, within the last 36 months, at least one communication campaign contract or order comparable to the subject of the tender, with a value of at least EUR 15,000. A list of completed contracts must be submitted, including the value, dates, contract period and details of the other contracting party; where possible, the public procurement reference number should also be included. The contracting authority may verify the information from public registers and may request additional explanations or documents if needed. The tender must be submitted electronically through the public procurement register, in Estonian, and the bidder must confirm that the tender complies with the procurement documents. The tender concept must include a sufficiently detailed description of the solution, an activity plan and timetable, and the target groups.
