Compliance requirements
The tender notice includes the standard exclusion grounds from the Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm whether any exclusion ground applies and, if applicable, provide information on the conviction date, reason, convicted person, exclusion period, self-cleaning measures and electronic availability of evidence. If the machine-readable notice does not contain the full list or exact wording, the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must provide a team of at least 2 people for performance of the framework agreement: one sworn advocate and one lawyer. The sworn advocate must be a member of the Estonian Bar Association with uninterrupted membership, at least 3 years of work experience as a sworn advocate during the 60 months before the start of the procurement, and experience in administrative court cases, civil court cases, analysis of legislation, and at least one analysis of case law. The lawyer must have a master's degree in law or equivalent education and at least 3 years of work experience in the legal field during the 60 months before the start of the procurement. The framework partner must submit CVs of the team members within 10 working days after signing the framework agreement. The bidder must also confirm that it will comply with environmental requirements during service delivery. If the notice does not contain any further precise qualification, compliance or document requirements, they must be checked in the official tender documents.
