Compliance requirements
The bidder must not be subject to the exclusion grounds set out in § 95(1) points 1–5 and § 95(4) point 12 of the Estonian Public Procurement Act. The bidder must confirm the absence of these grounds in the public procurement register. If the company has other persons authorised to represent it, make decisions on its behalf or control it, and these persons are not visible from the commercial register card, the bidder must provide their name and personal identification code, or confirm that no such persons exist.
Qualification criteria and exclusion grounds
The bidder’s total turnover from all business activities in each of the last three completed financial years must be at least EUR 200,000 per year. This requirement applies to lot 1. For lots 2 and 3, the turnover must be at least EUR 50,000 per year, and for lot 4 at least EUR 120,000 per year. If the bidder relies on the resources of another company, the relevant consent and, where necessary, supporting documents must be submitted. In a joint bid, information on the size and nature of each joint bidder’s share must be provided. For lot 1, the bidder must have at least one sales location in Tallinn or Harju County where the buyer can purchase goods, and a list of sales locations with exact addresses must be submitted. The bid must comply with the procurement documents; conditional bids are not allowed. In the case of a joint bid, a power of attorney must be submitted, and where relevant the bidder must confirm that equivalence has been explained and supporting evidence attached. The bidder must also confirm that subcontractors, suppliers or relied-on entities linked to the Russian Federation will not account for more than 10% of the contract value, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
