Compliance requirements
The bidder is excluded if it has tax, charge or environmental fee arrears, or tax/social security contribution arrears under the law of its country of establishment; deferred payment arrangements are accepted. For bidders established in Estonia, the contracting authority checks tax arrears directly through the Estonian Tax and Customs Board. Bidders established outside Estonia must provide evidence of the absence of tax arrears upon request. In addition, the contracting authority may exclude a bidder from a third country if the participation restriction set in the procurement documents applies. The bidder must state its country of origin.
Qualification criteria and exclusion grounds
The bidder’s annual turnover must be at least EUR 400,000 in each of the last three completed financial years. Those financial years must have ended at least 6 months before the start of the procurement procedure. For bidders established outside Estonia, the contracting authority may request signed annual reports or other equivalent evidence. The bidder must provide turnover figures for each required year. In addition, the bid must include the technical compliance form, a complete price offer or bill of quantities, any equivalent-solution explanations and evidence where relevant, the warranty period, and a copy of the EN 1090 certificate or an equivalent system certificate. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the procurement documents.
