Compliance requirements

The tender notice includes the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must also confirm that it has taken self-cleaning measures where applicable. The exact exclusion grounds and any detailed self-cleaning evidence requirements must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least two data analytics software supply contracts in the 36 months before the start of this procurement, and each contract must have had a value of at least EUR 500,000. The software under each reference contract must have been delivered to the client, implemented, put into use, and user training must have been provided to at least 25 people. The bidder must submit the contract list with contract value, counterparties and contract period, and if the contracts were awarded through public procurement, the procurement reference number must also be provided. The bidder must also provide a reference letter from the reference organisation confirming the organisation name and country, solution description, implementation and/or use period, that the solution is used to support work processes, that it is integrated with the organisation's data warehouse and/or databases, and the contact details of the organisation's contact person. In addition, the bidder must submit an audio video presentation or a downloadable cloud link showing the solution for all functional requirements, together with a functional compliance table on the contracting authority's form. The video must be no longer than 1.5 hours, the link must remain valid for the whole bid validity period, and the spoken explanation and on-screen text must be in Estonian or English. The bidder must confirm bid compliance, equivalence where relevant, and that the offered goods are not subject to international sanctions and do not involve prohibited Russian-linked subcontractors or suppliers above 10% of the contract value.
