Compliance requirements

The tender documents include the standard exclusion grounds for criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. Qualification criteria and exclusion grounds

The bidder must be registered in the Estonian Commercial Register or the equivalent register in its home country. The average annual net turnover in the contract area over the last three completed financial years must be at least EUR 1,000,000. If the bidder has operated for less than three years, the arithmetic average for the years of operation is used. If the bidder relies on another undertaking’s resources, the other undertaking’s details and a signed confirmation from both parties are required. The road construction site manager must have a level 7 road engineer professional qualification, or equivalent, in road construction and maintenance and in construction management. The electrical works specialist must hold a valid competence certificate of at least class B or equivalent. The tender must follow the bill of quantities form, include unit prices and the total price excluding VAT, and the totals on the price sheet and the bill of quantities must match. The marked lines in the bill of quantities may not be changed, and the price list must be submitted as an Excel file with the required formulas. In the case of a joint tender, a power of attorney for the joint bidders must be attached.
