Compliance requirements
The contracting authority will exclude a bidder if any of the exclusion grounds listed in section 95(1) of the Public Procurement Act apply, for example conviction for corruption, fraud, terrorism, money laundering, illegal use of child labour or human trafficking, tax debt, or breach of sanctions. The contracting authority may also exclude a bidder if it has previously materially breached a public contract or submitted false information or failed to provide the required data and documents. The bidder must submit a confirmation that no exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must prove at least two years of experience in auditing a local authority consolidated annual report within the last four years. The experience must be shown on the form ‘Data on the audit services contract or public procurement contract’. The bid price must be submitted according to the structure set out in the worksheet ‘Award criteria and evaluated indicators’, and the bidder must confirm that it follows that structure. Appendix 4, the price offer form, must also be submitted. As regards trade secrets, the bidder must indicate which information is confidential and justify that designation; the bid price and other numerical indicators used for evaluation may not be marked as trade secrets.
