The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, or offences related to the commission of a terrorist act or terrorist activities, and that the relevant exclusion ground does not still apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning, where permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus. The compliance conditions also include a restriction that subcontractors or suppliers linked to the Russian Federation or under its control may not be involved in performance for more than 10% of the contract value.
