Compliance requirements
The tender documents include the standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences and related offences, as well as other grounds under the procurement rules. The bidder must confirm the required statements and, where applicable, provide self-cleaning information and supporting evidence. The machine-readable notice did not include every precise exclusion detail; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s last completed financial year turnover before the start of the procurement must be at least EUR 250,000. Joint bidders may aggregate turnover. If the bidder relies on another undertaking’s resources, the details of that undertaking and, if requested, evidence of its turnover must also be provided. For construction works, the bidder must submit a list of major public road construction contracts completed within the last 60 months, and the contracting authority may request confirmation from the client that the works were performed properly. The exact qualification and proof requirements must be checked in the ESPD and tender documents.
