Compliance requirements
The machine-readable notice included the standard exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering and related offences, as well as the usual bidder confirmations and self-cleaning questions. If an exclusion ground applies, the bidder may submit evidence of measures taken to restore reliability, where allowed by the procurement rules or tender documents. Precise exclusion grounds and any additional details must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a net turnover of at least EUR 2,000,000 in the field of maintenance, repair and installation of opening elements and the supply of related spare parts during the last two completed financial years. The bidder must also have properly performed at least one contract for the maintenance, repair or installation of opening elements within the last 5 years. The tender also requires submission of the form ‘Appendix 2 Tender Price Form’ and, where applicable, a manufacturer’s or authorised representative’s confirmation of the right to maintain, code and order additional keys for ABLOY key systems. If the bidder relies on subcontractors or another company’s resources, the relevant details and consents must be provided. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the official tender documents.
