Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures to restore reliability. The notice also includes a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or businesses established in the Russian Federation, entities more than 50% owned by them, or their representatives / entities acting on their instructions. The contracting authority may reject a tender on this basis.
Qualification criteria and exclusion grounds
The bidder’s annual turnover in the media services sector for each of the last three financial years must be at least EUR 300,000 excluding VAT. If the business has operated for a shorter period, turnover is calculated proportionally by months. During the last three years, the bidder must have successfully completed at least two media project management assignments, and each project must have had a budget of at least EUR 90,000 excluding VAT. The team requirements are at least the following roles and experience: a project manager with at least 24 months of experience during the last 36 months, a media planner with at least 24 months of experience during the last 36 months, an analyst with at least 24 months of experience in market and consumer analysis, digital specialist(s) with at least 24 months of experience as a digital specialist and demonstrable advertising experience on Facebook, Instagram, LinkedIn, Google, TikTok and YouTube, and a digital strategist with at least 24 months of experience as a digital strategist and experience in creating strategies on the same platforms. The bidder must provide evidence of the specialists’ compliance, a trial task, and confirm that the tender complies with the procurement documents, is unconditional, and that equivalence has been explained where necessary. In the case of a joint tender, a power of attorney for the joint bidders must be attached. The machine-readable notice did not include precise additional requirements; these must be checked in the tender documents.
