Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, a terrorist offence or other terrorism-related offences, or for any other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least one auditing services contract for a local government authority or a state authority completed during the 36 months before the start of the procurement. A list of such contracts must be submitted, showing the value, dates and other contracting parties. If the bidder relies on the capacities of another entity, that entity’s ESPD and the relevant consent must also be submitted. The bidder must have a competent specialist – a certified public sector auditor – and must provide the auditor’s name and a copy of the professional certificate. The bid must comply with the tender documents, be unconditional and be submitted by a person with the right of representation; a power of attorney must be provided if needed. In a joint bid, the joint bidders’ power of attorney and each joint bidder’s confirmation must be submitted. The bidder must also confirm that the bid follows the required structure, that equivalence has been explained where necessary, and that no subcontractor subject to replacement will be used in performance of the contract.
