Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including criminal organisation participation, corruption and fraud. The bidder must answer the mandatory self-declaration questions and may provide evidence of self-cleaning where applicable. The machine-readable notice did not include the full list of exclusion grounds in plain text; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s last completed financial year turnover must be at least EUR 36,000. This must be declared in the ESPD/tender passport, including the period, amount, currency and, where relevant, an electronic evidence reference.
The bidder must have at least one similar maintenance service contract completed during the last 36 months and related to the subject of the contract. The bidder must provide details of at least one contract: description, value, signing date and the other party’s contact details, and indicate whether the information is electronically available if applicable.
The bidder must involve a site manager or works supervisor who holds at least one of the following professional qualifications: the Estonian Association of Property Maintenance certificate Property Manager level 4, Property Manager level 5, Property Maintenance Master level 5 (specialising in technical maintenance and housekeeping works for building and site structures), Property Housekeeping Master level 5, or the Cleaner Expert certificate Cleaning Works Manager level 5, or an equivalent qualification. The contracting authority checks the qualification in the public occupational register.
The bid must comply with the procurement documents, any equivalence must be explained if needed, and supporting evidence must be attached. Before preparing the bid, it is mandatory to inspect the site.
