Compliance requirements

Qualification criteria and exclusion grounds
For lots 1, 2, 4, 7 or 9, the bidder must have at least one sales outlet for low-voltage system components in Tartu or within 20 km of the Tartu city boundary, open at least 6 hours per working day. The bidder must enter the outlet details in the ESPD and, if requested, provide evidence of the outlet or other required equipment. The bid must comply with the tender documents and, where relevant, equivalence must be explained and evidence of equivalence must be attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney together with a joint and several liability confirmation must be submitted in the required form. The contracting authority also requires the bid price to be submitted in the specified structure and item prices according to Annex 1, as well as the required application form.
