The machine-readable notice included exclusion grounds for criminal organisation participation, corruption and fraud. The bidder or its management, administrative or supervisory body member, or a person authorised to represent, decide for or control the bidder must not have a final conviction within the last five years for these offences, unless the exclusion period has expired. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where allowed by the procurement rules or tender documents.

The bidder must submit the descriptions, manufacturer information, certificates and declarations of conformity needed to prove compliance of the offer. The offered device must bear the CE marking and comply with Regulation (EU) 2017/745. The bidder must have at least one specialist who has received manufacturer training for servicing and repairing the device, and a copy of the training certificate must be provided. The bidder must also ensure service in the state language. In a joint tender, a power of attorney for the joint bidders must be submitted. The tender must be submitted on the required forms, and conditional tenders are not allowed.
