Compliance requirements
The machine-readable notice included the standard exclusion grounds, including criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of trafficking in human beings, and the usual confirmation that the bidder or its representatives must not have relevant final convictions within the last five years or an ongoing exclusion period. It also includes confirmation that the bidder does not use a subcontractor subject to replacement under the relevant law. Precise details and any self-cleaning evidence requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The responsible specialist engaged by the bidder must have at least the professional qualification of Road Engineer, level 6 (specialisation: road construction and maintenance, selected competence: management of construction activities) or an equivalent qualification (EQF 6). An equivalent is also any other professional qualification or education that gives the person the competence, under the Building Code, to independently manage the construction works that are the subject of the tender at the relevant level. The bid must include the responsible specialist’s details, qualification or experience, and, where applicable, evidence of equivalence. The machine-readable notice did not include any other precise qualification or compliance requirements; the remaining requirements must be checked in the tender documents.
