Compliance requirements

The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds. The bidder must confirm the absence of these grounds and, where applicable, may have to provide evidence of self-cleaning. Qualification criteria and exclusion grounds

The bidder must show an annual net turnover of at least EUR 200,000 in each of the last 3 completed financial years. For technical and professional capacity, the bidder must have carried out at least 1 building lighting installation work within the 60 months before publication of the contract notice, where the building main fuse was at least 250 amps. If the work was done in a joint tender, the bidder must indicate its own share and scope. For direct contract performance, the bidder must involve an electrical works manager with at least B-class competence certificate for managing electrical works or an electrical engineer qualification at level 6. These persons must have sufficient Estonian language skills, or the bidder must confirm that translation will be provided at its own expense if needed. The bid must also include a confirmation that the required qualified and experienced persons will participate, and before contract signature their details and competence documents must be submitted. In a joint tender, a power of attorney and the ESPD documents of all joint bidders are required. If the bidder relies on the resources of other undertakings, signed confirmations from those undertakings are required, stating that the necessary resources are available and may be used, together with their ESPD documents.
