Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds. The bidder must confirm whether any exclusion ground applies, including participation in a criminal organisation, corruption and fraud. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning and, where applicable, information on the conviction date, reason, convicted person, exclusion period, electronic availability, URL, code and issuer. The machine-readable notice did not include all precise exclusion details; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have successfully performed at least two similar contracts during the 36 months before the start of the procurement. A similar contract is a sale or maintenance contract for an ultrasound device with a medical institution; for a maintenance contract, the requirement is also met if the contract is still being performed at the time of submission. The bidder must provide a list of the contracts, including a short description, total value, currency, period, customer name, contact details and, if requested, evidence that the contracts were performed properly. For the technical offer, the bidder must submit the device name and model, a technical description with actual values for all parameters, a compliance table, a price breakdown table including regular maintenance, consumables, repair work not included in maintenance and the price of an emergency call-out, as well as the expected delivery time. The bidder must also provide manufacturer material and a copy of the medical equipment service engineer’s training certificate plus information on at least two years’ experience in servicing similar equipment in Estonia. The machine-readable notice did not include any further precise qualification requirements; the official tender documents must be checked.
