The bidder may be excluded if it originates from a third country that the contracting authority does not allow to participate in this tender. Third countries are countries that are not EU Member States, EEA Agreement countries, or countries that have joined the WTO GPA, as well as countries with which the European Union has not concluded a reciprocal free trade agreement containing public procurement provisions. The bidder must confirm its country of origin in accordance with the tender documents.

The bidder’s average annual sales revenue for the last three completed financial years ending at least six months before the start of the procurement procedure must be at least EUR 700,000 per year. For bidders established outside Estonia, the contracting authority may request signed annual financial statements or equivalent documents as evidence. The bidder must provide its sales revenue for each required year so that the contracting authority can calculate the average. In addition, the bidder must have experience in delivering at least two CNC all-electric 3D tube bending machines to customers within the 36 months preceding the publication of the contract notice. For each reference, the bidder must provide the customer’s name and contact details, a short description of the delivered machine, and the date of acceptance of the works, stated by month and year.
