Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption and fraud. The bidder must also confirm that no corrupt acts were committed in this procurement procedure and that the bid does not involve subcontractors or suppliers subject to the Russian sanctions restrictions described in the documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 outdoor light decoration installation contract in the last 36 months with a value of at least EUR 20,000 excluding VAT. If the service was provided under a framework agreement, qualification may be demonstrated through call-off contracts/orders concluded and performed under that framework agreement. The bidder must provide confirmation in the ESPD of the completed contract and, if requested, a list of completed contracts with the contract content, value, dates and details of the other contracting party. Bids may be submitted for both lots, and a contract may be awarded to one bidder for up to 2 lots. The bidder must also confirm that the bid complies with the tender documents, that equivalence has been explained where relevant, and that the necessary work equipment, devices and technical equipment, including at least boom lifts, are available for contract performance.
