Compliance requirements
The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour, human trafficking or any other exclusion ground stated in the notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning and restored reliability where permitted. The machine-readable notice did not set out all exclusion grounds in full; the remaining grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment, if required there. The average annual net turnover for the last 3 completed financial years in the field of digitisation services for archival materials or comparable materials must be at least EUR 100,000 per year. The bidder must have delivered at least 3 digitisation projects during the last 36 months and must provide, for each project, the client name and contact person, the contract value, the period of performance and a description of the work. The bidder must have the technological base needed to digitise archival materials up to A2 size, or access to such equipment; confirmation of equipment ownership or an acquisition/use agreement must be provided in the ESPD. The technical offer must describe the equipment and technology to be used, the work schedule and payment schedule, work organisation, project management, security arrangements, metadata creation and quality assurance. The project manager must have at least 3 years of experience in managing digitisation projects and must speak and write Estonian at an advanced level. The responsible digitiser must have at least 1 year of experience in carrying out digitisation projects and must speak and write Estonian at an advanced level. The bid must comply with all tender document requirements, and conditional bids are not allowed.
