Summary

The tender concerns year-round maintenance of streets in Tartu from 1 July 2027 to 30 June 2032. Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground stated in the tender notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The machine-readable notice set out the exact exclusion grounds in the ESPD; they must be checked in the tender documents if needed.

Qualification criteria and exclusion grounds

The bidder must demonstrate economic and technical suitability and submit the required confirmations and forms. For the western and eastern area lots, the average annual net turnover in road and street year-round maintenance work for the last completed financial years before the start of the procurement must be at least EUR 4,000,000 per year. For the former Tähtvere area lot, the same average annual turnover in the relevant field must be at least EUR 100,000. Over the last three years, the bidder must have performed at least two contracts, one for summer cleaning of city streets and one for winter maintenance, and each contract must have had a value above EUR 1,000,000 excluding VAT. At least 4,000 m² of winter maintenance work under 4th winter condition level requirements must also be shown. The bidder must provide an overview of environmental management measures and use an accredited management system based on the ISO 14001:2015 series standard for environmental protection. During winter maintenance, a replacement machine or technical assistance must be available for each work type within 2 hours of a breakdown. The bidder must submit the responsible person’s details and a confirmation that from 1 December to 31 March the person responsible for road maintenance organisation works only as the organiser and supervisor of the contracted works. The workforce must include at least one person responsible for overall road maintenance organisation with a road engineer level 6 qualification or equivalent, at least one person with at least 5 years’ experience organising winter maintenance, at least four foremen/work supervisors with secondary or higher education and at least 3 years’ experience in managing winter maintenance of city streets, and a specialist responsible for quality control. Vehicles must meet age requirements: vehicles used for summer works must be newer than model year 2014, vehicles used for winter works newer than model year 2016; vacuum sweepers must not be older than 2 years at bid submission and not older than 5 years during the whole contract period. The bidder must have a sufficiently large and built-up site for storing vehicles, machinery, equipment and materials, and must provide proof of ownership or use rights by 1 June 2027 at the latest.
