Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder or its management, supervisory or representative persons must not fall under these grounds. If an exclusion ground exists, the bidder may be allowed to provide evidence of self-cleaning where the law or tender documents permit it. The machine-readable notice did not include a complete list of all exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have successfully performed at least 1 equivalent service contract in the last 36 months, with a value of at least EUR 50,000 excluding VAT. An equivalent service means maintenance of pool equipment and operation of water treatment systems for a healthcare, rehabilitation, sports or other publicly used pool.
For contract performance, the bidder must have at least 1 responsible specialist with at least 2 years of work experience in the same field. The bidder must provide the specialist’s name, profession or role, and information proving the experience. If the specialist is not an employee of the bidder, a written consent to participate may also be required.
The bid must be submitted on the contracting authority’s form and must comply with all tender document requirements. Conditional bids are not allowed. If equivalence is relied upon, the bidder must explain it and provide supporting evidence where necessary.
