Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption and other mandatory grounds listed in the ESPD. If an exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed by the tender documents or applicable law.
Qualification criteria and exclusion grounds
The bidder must have prior experience in animal husbandry and greenhouse gas measurement within the last 36 months before the start of the procurement. At least one completed and relevant assignment is required in each field, with information on value, execution time and client; if the work was done under a public procurement contract, the procurement reference number should be provided. The bidder must submit a team list with division of tasks and appoint one project manager. At least one team member must have a doctorate in animal husbandry or five years of research experience in a related field, and at least one team member must have experience in measuring and analysing greenhouse gas flows within the last 36 months. Evidence of education or experience, published works or articles, and client and timing details must be provided so that the contracting authority can verify compliance. If subcontractors are used, the bidder must state the share of the framework agreement to be subcontracted and name the subcontractors involved. The bid must also include the proposed research methodology, location, schedule and risk mitigation plan, and the bidder must confirm that the bid complies with the tender documents and that any equivalence is explained with supporting evidence.
