Compliance requirements
The bidder must confirm the standard exclusion grounds, including criminal organisation participation, corruption, fraud and the other mandatory grounds listed in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full exclusion list; the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must provide the manufacturer’s authorisation or another suitable confirmation proving the right to supply, sell, install, configure and provide technical support for the device. If the authorisation is obtained later, it must be available no later than the time the contract is signed.
The bidder must submit a detailed description of the device on the form provided by the contracting authority and complete all green-marked fields. To prove compliance, the bidder must provide sufficiently precise data and evidence, and any referenced documents must be included in the bid. Leaving form fields blank may lead to the bid being declared non-compliant.
The bidder must submit brochures and other promotional materials for the offered product in Estonian or English. The offered product must be the same as the one indicated in the form “Technical data of the equipment”.
