Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other standard exclusion grounds set out in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The documents also require confirmation regarding tax and social security payments.
Qualification criteria and exclusion grounds
The machine-readable notice and the selected documents do not show precise qualification thresholds such as turnover, references, staff, certificates or registrations. The bidder must submit the ESPD/tender passport and complete the required technical description for the first order. The bid must comply with all tender document requirements, include the required declarations on equivalence, sanctions and joint bidding if applicable, and any exact qualification or evidence requirements must be checked in the official tender documents.
