Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that none of the persons acting for the bidder have been convicted of participation in a criminal organisation, corruption, fraud and the other listed grounds within the relevant period, and that any required self-cleaning measures are disclosed where applicable. The bidder must also confirm that neither the bidder nor relevant subcontractors have a place of residence or establishment in the Russian Federation or the Republic of Belarus, and that no prohibited Russian-linked subcontractors or suppliers are used for more than 10% of the contract value. If exact exclusion grounds or confirmations are not fully listed here, they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a veterinary specialist with a valid activity licence issued by the Agricultural and Food Board for veterinary treatment and prophylaxis, or a contract or pre-contract with such a specialist. The specialist’s CV details must be provided in the ESPD.
The bidder must have the tools, equipment and machinery needed for performance, or access to them: a vehicle for transporting animals and access to a backup vehicle, a mobile phone, a computer with a permanent internet connection for communication and work records, capture equipment, cages and traps. If the bidder does not own these items, the owner’s consent for use or another proof of availability must be provided.
The bidder must submit a description of the service quality assurance measures showing how the work will be performed properly, sustainably and with good quality. The description must also include the information required in Annex 1, Technical Description, point 7.
If the bidder relies on another entity’s resources, the ESPD must include the relevant details and supporting evidence. Any additional exact qualification, compliance or form requirements must be checked in the tender documents.
