Compliance requirements

The bidder must confirm that neither the bidder nor the persons authorised to represent, decide on behalf of, or control the bidder have been convicted for the listed serious offences, illegal employment of foreigners, child labour or human trafficking, tax or social security debt, or a breach of international or government sanctions. If the bid is submitted with a foreign company, documents proving the absence of exclusion grounds must be submitted for that company and its relevant representatives or controlling persons.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last three financial years must total at least EUR 18,000,000, and in each of those years it must be at least EUR 6,000,000. The bidder must have properly performed at least one contract within the last 36 months under which 330 kV and/or 110 kV substation primary equipment was sold for at least EUR 100,000 excluding VAT. If the bidder relies on the capacities of another entity or is a foreign company, the relevant confirmations and annual report extracts or other documents enabling verification must be submitted. If the reference is based on a framework agreement, the bidder may prove it through contracts concluded and performed under that framework agreement.
