Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption and other mandatory grounds set out in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list of exclusion grounds in a concise form; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed at least 2 similar food supply contracts within the 36 months before publication of the procurement, each worth at least EUR 20,000 excluding VAT, for Lot 1. The bidder must provide the contract partner details, main subject of the contract, performance period and, in the case of public contracts, the reference number. The bidder must prove that the contracts were performed properly; the contracting authority may also request confirmation from the other party. The bidder must submit the bid price on the required price form and Form 1, and must have filed the relevant economic activity notice with the Agricultural and Food Board. If a subcontractor is used, confirmation must be provided that the subcontracting company has also filed the required economic activity notice.
