Compliance requirements

The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds listed in the tender documents. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The notice also includes sanctions-related restrictions: the bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions. The contracting authority will reject a bid if the resulting contract would be void under the applicable sanctions rules.

Qualification criteria and exclusion grounds

The bidder must submit at least one service contract completed within the 36 months before the start of the procurement that matches the contracting authority’s specified characteristics. To prove this, the bidder must provide the contract name and description, the contract dates, the contract value and information about the other contracting party. At least one contract must have involved on-site support for at least 600 computer workstations at the same time. The bidder must also confirm that the bid complies with the procurement documents, that no conditional bid is submitted and that equivalence has been explained and supporting evidence attached where needed. For performance of the contract, the bidder must have a sufficient team and be ready to expand it if necessary. For the nationwide on-site service, the team must include at least 35 maintenance specialists who can communicate in Estonian at a conversational level, solve user problems on site and meet the required response times; there must be at least one maintenance specialist in both Saaremaa and Hiiumaa. If any specialist does not speak Estonian at a conversational level, the bidder must provide an interpreter at its own expense so that spoken and written Estonian can still be used at the required level. The bidder must also have one contact person for the entire selection and contract period. The bid must include the required confirmations and, where relevant for evaluation, the number of maintenance specialists.
